On this recommendation, and on the product description I purchased this book.
What I didn't know and what was not disclosed (as far as I can see) was that this book was written in the late 1800's (although it shows a 2009 copyright).
I wouldn't call it "Alternate History" any more then I would call Jules Vern's Earth to Moon "Alternate History". This story takes place in the future of its writing.
As a matter of fact, within a few pages, I noted the similarity between the two books. Further reading made me do a bit of research...
It is written in a similar style, however not with the tongue in cheek approach that makes Earth to Moon enjoyable to read today.
It is a very short book., only 92 pages and there is NO character development (so far I'm on page 35 and not a single individual is named or described as a person). I'll completely read this book within 2 or 3 hours.
If you are looking for a true "Alternative History" story , this is not it. It is Science Fiction that was written over a hundred years ago.
That said and now considering that is WAS written over a hundred years ago, I can appreciate the story and the context within which is was written. I actually do like really old Science Fiction!
What gets me is that I feel I was misled by the Amazon marketing of this book. I thought I was purchasing a recent release of an Alternative History book... And paid $[...] plus shipping for a book that is in the public domain and can be down loaded for free from a number of sites such as the Gutenberg Project ([...]).
If you want to pay of this book, and understand what it really is, then do so. Considering the context of its original writing, its not a bad story (so far). I just wish I had known that context before I started reading it.
I'm just disappointed with Amazon. I do a lot of One Click ordering without really doing what I realize I'll now have to do... Due Diligence!

The Great War Syndicate by Frank R Stockton (1834-1902) is a science fiction novella by an American writer and humourist, best known for a series of fairy stories for children, innovative for the time, which were very popular in the latter decades of the 19th century, and for his short stories such as "The Lady, or the Tiger?.
This story was written and is set towards the end of the 19th century at a time of increasing tension between the United States of America and the British Empire. When the tensions threaten to spill over into an actual conflict and the American public are demanding that their leaders declare a war which the United States is not well equipped to fight, a syndicate offer the US government a novel way to deal with the problem ...
This is a comparatively short book - a novella rather than a novel, with the story taking up no more than 64 pages. It is a story of its' time, with the 2007 edition including the warning that it "does not reflect the same values as it would if it were written today. Parents might wish to discuss with their children how views on race have changed before allowing them to read this classic work."
To try to describe the story without giving too much away, there are some clever ideas in the story, but many of them are a sort of fusion of Jules Verne and a Marvel comic strip - but without the heroes or human interest - with a strong dash of W Heath Robinson thrown in. With two very minor exceptions, none of the people in the story is given a name, all of them being referred to only by the position they hold in the syndicate or the armed forces or government of Britain or America. I ticked "one dimensional" as a description of the characters - if anything this overstates how developed they are, the book barely has characters at all.
Stockton's skill in describing his proposed machines and making them credible is not in the same league as Jules Verne, and a few pages into this book I very nearly abandoned it on the basis that the author appeared to be projecting victory for his country by simply ascribing to the engineers of his "syndicate" the ability to construct whatever they wanted without needing to worry about whether the laws of physics would give any possibility of such equipment being built even with the technology of the 21st century, never mind the 19th. A bit like the sort of "and next our brilliant inventors will build suits of lightweight and totally bulletproof body armour and issue them to all our people" rubbish you expect to see in children's comics.
There are however two things which lift this novella above the that. The first is that it is refreshingly free of Xenophobia or jingoism, with the sympathetic characters both American and British being concerned to minimise unnecessary bloodshed on both sides and the people who from the storyteller's view are the enemy being described as showing courage, skill, wisdom and common sense. The other is the whimsical sense of humour which comes through at several points of the story and once or twice made me laugh out loud.
